Just How Lousy is Ltfrb-Cebu? Read the Complain Letter from a Sunstar Reader!




I stumbled upon this article from the Sunstar website dated December 22, 2013, that describe Ltfrb-7 as a lousy agency as described by the contributor writer. The female who sent this letter to sunstar has the same views in some other ways of what we have observed about  Ltfrb-Cebu headed bu Director Ahmed Cuizon.

WHILE the Land Transportation Franchising and Regulatory Board (LTRFB) in Manila is busy with its newly launched “Oplan Isnabero,” an intensified campaign against abusive public utility vehicle drivers, particularly taxi drivers, here in Cebu we hear nothing from the LTFRB 7. And it seems it doesn’t have any plans to launch something similar.
don’t know if the LTFRB 7 is blind or it just doesn’t care. Abusive taxi drivers are also here in Cebu. What we heard in the news in Manila about taxi drivers who choose their passengers or add P50 to the fare also happens here in Cebu. But what is the LTFRB 7 doing? Nothing!
If you listen to radio interviews, LTFRB 7 officials try to convince the public to report abusive PUV drivers, so they can make an action based on the complaint. They said they also have “Oplan Isnabero” here in Cebu. But instead of assigning their men in public places like malls, LTFRB 7 told the public they can report any complaints to their hotline or they can go to their office.
What kind of Oplan program is that? From the word “operation planning,” oplan simply means operation.
If LTFRB Manila managed to group its personnel with the help of other government agencies to catch abusive drivers in the act, why can’t the LTFRB 7 do the same?
We see stickers on public vehicles that say, “May reklamo ka? Itawag sa LTFRB 231-6221/231-7466.” But few people care to report a complaint because they are busy. They also know that it will take weeks, or months, for the LTFRB to settle the complaint.
I have a friend who waited two months for the LTFRB 7 to apprehend the driver she complained about. She ended up leaving the country to go to work. Two months of waiting and nothing happened.
Cases like these can be found in the LTFRB 7 complaint desks.
So what’s happening at LTFRB 7? President Noynoy Aquino personally appointed Ahmed Cuizon to lead theoffice. Cuizon was once a media practitioner, so obviously he knows the abusive tactics of local PUV drivers.
But why is LTFRB 7 doing nothing, while LTFRB Manila has been in news reports with its intensive operations to catch abusive drivers? 
One other thing that sucks about taxi drivers is that they give our country a bad image. I’ve actually had a couple of foreign friends who say they couldn’t help but have a bad impression of the Philippines because the abusive taxi driver is the first Pinoy they meet.
LTFRB 7 must have the initiative to launch operations against these drivers, encouraging the public to report is a good move but you must act better than that. You must also change your people who handle complaints lazily, put better and aggressive people who have the heart and initiative to speed things up.
Cuizon also hasn’t resolved the problem of overnight street parking. Isn’t it the responsibility of PUV operators to have their own parking garage for their cabs? Is LTFRB 7 checking these kinds of requirements? And what about overloaded PUVs bound for Mandaue that use extension seats?
Can’t the LTFRB 7 come up with an “element of surprise?”
Why wait for the public to come to your office, while hundreds of violators are on our streets?
For you Director Cuizon, you’re asking for more complaint? Ni hindi mo pa nga naaayos yang mga problemang matagal nang dinulog sa yo nong kauupo mo palang sa pwesto mo. --(Zyrene Darapo, Danao, Cebu)

There you are, may nabasa din tayo na may complain daw na inihain sa Ltfrb-7 na umabot na ng 2 months at wala pa ring resulta. Di ba nakapagtataka? May contact naman ang Ltfrb sa lahat ng operators aabot ba ng dalawang buwan ang isang complain kung talagang trinabaho nila ito? Kung hindi man mahuli ang isang driver, Ltfrb can call the operator para makatulong na mahuli ang driver na gumamit ng sasakyan niya di ba? Di ba pag may naaksidenteng bus, sasabihn agad ng Director nilang si Ahmed Cuizon na pinatawag na nila ang operator at wala pang isang araw may resulta na agad yon. 
Ang tingin ko dito, kung tutukan ng media ang isang kaso, halimbawa bus accident, mabilis pa sa kidlat pala itong si Cuizon humanap ng paraan para mapatawag ang operator, siyempre madaming taga media ang magtatanong sa kanya, pero pag usual complain lang pala na inireport sa kanyang opisina at hindi sensational aabot ng ilang buwan?
Manoy Ahmed Cuizon, talagang mahina ang pamamalakad mo sa Ltfrb, ang sisasabi sa complain letter na ito, ay napansin din namin at naisulat sa blog na ito. Mag-isip isip ka naman kung anong dapat gawin dyan sa ahensya mo, anak ng teteng, pati pala mga tao mo dyan tatanga-tanga sa paggawa ng paraan para mahuli ang nirereport sa inyo, tapos ang lakas pa ng loob nyo magpaskil ng mga stickers sa jeep na nagsasabing FOR COMPLAINS CALL LTFRB, 
Kakapal ng apog niyo, puro hambog, tagal nyo palang nahuhuli ang mga abusado kaya walang gana ang taong bayan magreport sa inyo, iilan pa kayang report dyan ang natatabunan na ng panahon na wala pa rin kayong nagagawa?
